Highway 19 is awesome anytime of the year, especially around Eminence.

SR 19 from Hermann to Thayer is an outstanding biking road.
Endless sweepers and lovely scenery.
I rode in early Spring and loved the flowering trees, small towns and views.

MO19 is a blast to ride!
The best sections are: Cherryville to Salem (a great place to break for lunch); Salem to Eminence, with dozens of smooth-asphalt turns marked 35mph and so many changes in elevation as you ascend / crest / descend the many ridges in this area; and then Winona to Thayer, where the curves are generally replaced with roller-coaster hills that can compress and top your forks at the speed limit.
Weekdays are likely best in canoeing season, Eminence being a hub for river sports during the summer and especially weekends.

SR 19 from Rolla to Steelville I would class as an intermediate level road with a couple very low speed corners, some off camber turns while dealing with blind corners and elevation changes.
From Cuba (I-44) going North is filled with nice sweeping curves and great visibility.
A great scenic 'wine country' ride. Enjoy.
